Navigating the EU’s Proposed Packaging Revisions: NWPCA Achieves Progress

It is essential to stay informed on these changes to ensure uninterrupted trade.

The National Wooden Pallet & Container Association (NWPCA) recently achieved a significant milestone in their advocacy to amend the PPWR, as outlined in the press release titled NWPCA’s Engagement on the EU’s Proposal for Packaging and Packaging Waste Regulation. The milestone benefits recycling companies, individuals, and the environment by preserving the supply chain and fostering sustainability.

NWPCA’s Successful Engagement with EU Decision-Makers

In a bid to protect the wooden pallet industry and maintain trade between the EU and the United States, the NWPCA advocated for the exclusion of imported wooden pallets from the PPWR’s reuse requirement. The association cited logistical challenges, positive environmental impact, and product specificity as reasons for the exclusion.

In response, the European Parliament endorsed NWPCA’s position, exempting international wooden pallets from the PPWR’s restrictions and introducing additional exemptions. This move ensures NWPCA members can smoothly ship pallets to the EU, safeguarding the supply chain and preventing disruptions to EU-US trade – a victory for recycling companies, the environment, and trade relations.

Upcoming Challenges & Next Steps

Though the European Parliament’s endorsement of the wooden pallet exemption marks progress, interinstitutional negotiations between the European Parliament, the Council of the EU, and the European Commission lie ahead. The European Parliament’s language must be adopted in the final text of the regulation for the proposed reuse requirement amendment to be accepted.

The NWPCA strongly urged the EU Council and Commission to adopt the European Parliament’s stance, emphasizing the importance of maintaining favorable conditions for the global wooden pallet industry. Adoption of the Parliament’s language would further streamline the recycling process, benefiting both recycling companies and the environment.
